LEARN Commission Publishes Recommendations to Improve Credit Evaluation

The Learning Evaluation and Recognition for the Next Generation (LEARN) Commission released its final report, Recommendations to Transform Policy and Practice to Meet Changing Needs, outlining national guidelines to better recognize undergraduate learning in all its forms and apply that learning toward credentials. The recommendations aim to advance learning mobility, improve transfer pathways, and modernize credit evaluation policies and practices across higher education. 


Launched in July 2024 by the American Association of Collegiate Registrars and Admissions Officers (AACRAO) and Sova, the LEARN Commission brought together campus leaders, policy experts, and institutional accreditors to help evolve policy and practice for recognizing undergraduate learning in the 21st century. This Commission included representatives from Middles States Commission on Higher Education (MSCHE), Southern Association of Colleges & Schools Commission on Colleges (SACSCOC), and WASC Senior College and University Commission (WSCUC). 


Reflecting on the effort, Dr. Heather F. Perfetti, President of MSCHE and Chair of the Council of Regional Accrediting Commissions (C-RAC), said, “I truly appreciated the opportunity to represent our Commission and engage in this important work with such dedicated colleagues to advance innovative practices related to credit evaluation and transfer and learning mobility. We will advocate for the recommendations that outline how the higher education community can drive well-informed credit evaluation practices for the benefit of students and reduce costs while accelerating the time toward a credential.”
